METRONET Morley-Ellenbrook Line procurement narrowed to two

Two proponents have been shortlisted to design and build METRONET's Morley-Ellenbrook Line, which will create thousands of local jobs and establish a rail link to Perth's growing north-east suburbs.

Following the Request for Proposal (RFP), Ellenbrook Alliance (CPB Contractors and Downer EDI) and MELconnx Consortium (Laing O'Rourke Australia Construction) will progress to the competitive bid phase.

Each alliance will now be asked to detail how they would deliver the project. The contract - which includes the design, construction and commissioning of an electric railway with supporting systems and five new stations - will be awarded later this year.

The design-construct contract is the biggest of four works packages that will deliver the Morley-Ellenbrook Line. The New Bayswater Station project, Tonkin Gap enabling works project and forward works contracts make up the other three packages.

Spurring from the Midland Line at Bayswater Station, the 21 kilometre Morley-Ellenbrook Line will run up the middle of Tonkin Highway, through land north of Marshall Road, along Drumpellier Drive and finish in the Ellenbrook town centre.

New stations will be built at Morley, Noranda, Malaga, Whiteman Park and Ellenbrook, with the option to build a future station at Bennett Springs East as population grows in the area.

Early works are underway as part of the major redevelopment of Bayswater Station. The station will form a junction for the Morley-Ellenbrook Line, Forrestfield-Airport Link and Midland Line.

"This is the beginning of an era of possibility for our local construction industry, who stand to benefit from the construction of a rail line to Ellenbrook and wider METRONET program.

"Leading up to procurement, we engaged with hundreds of local businesses and subcontractors so they were prepared to bid for the huge range of work available through all stages of the project.

"Many people have eagerly awaited this crucial METRONET project and procurement makes it real. Soon we will see the real benefits - jobs, training opportunities and faster commute times.

"This year alone we will have six METRONET projects underway, in addition to our railcar manufacturing facility in Bellevue where local workers will build our METRONET railcars."

"This is another major step forward for the Morley-Ellenbrook Line project, which is the final missing piece for transport infrastructure in the north-eastern suburbs of Perth.

"Residents in our growing north-east suburbs like Ellenbrook, Dayton, Ballajura and Brabham will soon be able to enjoy a faster commute to the Perth CBD thanks to this major infrastructure project.

"Combined with NorthLink WA, the Reid Highway duplication and New Lord Street, residents in this growth corridor are getting the infrastructure they deserve.

"METRONET projects like the Morley-Ellenbrook Line are not just about building these important public transport links - they will also create thousands of jobs for WA residents and play a big part in WA's COVID-19 economic recovery."
